The PARIVARTAN Scheme gives eligible Delhi-NCR truck and bus owners a time-bound opportunity to replace older, high-emission vehicles with BS-VI, cleaner-fuel or electric vehicles while combining loan support, tax relief, registration-fee waiver and manufacturer discounts.

The scheme is no longer only a policy announcement. According to the Ministry of Road Transport and Highways' update dated August 28, 2026, more than 1,300 beneficiaries had registered by August 27, while 42 banks and NBFCs and 15 vehicle manufacturers had joined the programme.

For an owner-operator or fleet business, the important question is not simply whether an old truck should be replaced. It is whether the vehicle qualifies, which replacement is permitted, what incentives can be combined, and whether the resulting monthly cash flow makes commercial sense.

What Is the PARIVARTAN Scheme?

PARIVARTAN stands for Programme for Accelerated Renewal and Incentivization of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions.

The Union Cabinet approved the two-year programme on June 3, 2026, and it was launched on July 14, 2026. It focuses on replacing eligible BS-IV and older trucks and buses registered in Delhi and specified National Capital Region districts of Haryana, Rajasthan and Uttar Pradesh.

The programme has a total financial outlay of ₹9,585 crore, including ₹5,041 crore in Central Government budgetary support. Government estimates indicate that approximately 2.07 lakh vehicles, including about 1.91 lakh trucks and 16,329 buses, could benefit.

This is more specific than India's wider Vehicle Scrapping Policy. PARIVARTAN combines vehicle retirement rules with a dedicated replacement-finance and incentive package for eligible Delhi-NCR owners.

Who May Be Eligible?

The central eligibility question is the old vehicle's emission standard, registration location and proposed replacement.

The scheme is designed for eligible privately owned trucks and buses that:

  • comply with BS-IV or an earlier emission standard;
  • are registered in the covered Delhi-NCR geography;
  • are replaced with an eligible BS-VI or stricter, CNG or electric vehicle; and
  • complete the required retirement, transfer or scrapping process applicable to the old vehicle.

Government vehicles are excluded. Final eligibility should always be verified using the scheme's official digital process because vehicle class, registration jurisdiction and replacement type can affect the available route.

BS-III and BS-IV Vehicles Follow Different Paths

The distinction between BS-III-or-older and BS-IV vehicles matters.

BS-III or older

The old vehicle must be scrapped through a Registered Vehicle Scrapping Facility (RVSF). Owners should retain the official retirement and Certificate of Deposit records because these connect the old asset with replacement-related benefits.

BS-IV

A BS-IV vehicle may be scrapped, or it may be sold outside NCR to a location that is not classified as an NCAP city or town, subject to applicable scheme and registration conditions.

The replacement must then be purchased and registered within the covered NCR framework. In Delhi, additional powertrain conditions apply: light goods vehicles purchased under the scheme must be electric, while eligible replacement buses must be BS-VI CNG or electric.

What Financial Benefits Are Available?

Eligible owners may receive a stack of benefits rather than one flat subsidy.

1. Loan interest support

The Central Government provides 5% interest savings on eligible vehicle loans for five years. Forty-two banks and NBFCs had been onboarded by August 27, 2026.

This support can materially change the monthly cost of replacement, but owners should compare the complete loan offer—tenure, processing fee, margin money, insurance and prepayment terms—not only the headline rate.

2. Road-tax and registration relief

Participating states have notified a 100% road-tax waiver for ten years and a full registration-fee waiver for qualifying new vehicles. The scheme announcement also describes concessions for eligible used replacement vehicles.

3. Manufacturer discount

Participating OEMs provide a discount of at least 8% on the ex-showroom price of eligible replacement vehicles. By late August, 15 manufacturers had joined the programme.

4. Fuel or electric-vehicle support

For qualifying BS-VI diesel or CNG replacements, monthly fuel vouchers range from ₹1,200 to ₹4,800, depending on vehicle category, for five years.

For qualifying electric replacements, the one-time incentive ranges from ₹64,000 to ₹2.56 lakh, depending on category. The correct comparison should include charging access, route length, payload, downtime and resale assumptions—not purchase price alone.

A Practical Replacement Decision

An incentive does not automatically make every replacement profitable. Before applying, calculate the old vehicle's true monthly cost:

  • fuel cost per kilometre;
  • maintenance and breakdown expense;
  • lost trips caused by downtime;
  • tyre and consumable cost;
  • insurance and fitness-related expense;
  • current resale or scrap value; and
  • revenue lost because shippers reject an older vehicle.

Then compare that figure with the replacement vehicle's expected EMI after interest support, lower maintenance, improved fuel efficiency, tax savings and projected uptime.

How the Digital Process Is Designed to Work

The government has stated that PARIVARTAN will operate through an integrated digital platform connected with systems including VAHAN, V-Scrap, DigiELV, PFMS, participating lenders and fuel-voucher systems.

The practical workflow is therefore expected to follow this sequence:

  1. Verify the old vehicle and owner against official records.
  2. Confirm the retirement path—mandatory scrapping or an eligible BS-IV transfer.
  3. Select a qualifying replacement vehicle and participating OEM.
  4. Complete lender assessment if finance is required.
  5. Purchase and register the replacement in the eligible jurisdiction.
  6. Link the verified records for interest, tax, registration and fuel/EV benefits.

Applicants should rely on the latest official portal instructions and participating-agency guidance at the time of filing. Avoid paying an intermediary who promises guaranteed approval without completing official verification.
