From October 1, 2026, non-agricultural N2 and N3 haulage tractors must be equipped with an AIS-140-compliant Vehicle Location Tracking Device. The rule also introduces RFID-based tractor–trailer identification and new trailer connector requirements. Operators should treat this as both a hardware-compliance deadline and a fleet-data readiness project.
India's haulage sector is approaching an important compliance date. Under the final Central Motor Vehicles rules notified through G.S.R. 819(E), dated November 3, 2025, specified haulage tractors and trailers must meet new tracking, identification and electrical-connection requirements from October 1, 2026.
For operators, buying a tracking box at the last moment is not enough. The device must match the required standard, the tractor and trailer records must be accurate, and the resulting data must reach the appropriate backend. A fleet also needs an operational process for installation, pairing, exceptions, maintenance and audit evidence.
What Changes on October 1, 2026?
The final notification inserts new requirements into the Central Motor Vehicles Rules, 1989.
From October 1, 2026:
- non-agricultural N2 and N3 haulage tractors must carry a VLTD compliant with AIS-140:2016 or the corresponding notified BIS specification;
- the VLTD must integrate with an RFID transceiver capable of reading the coupled trailer's RFID data and transmitting it to the backend;
- T3 and T4 trailers must carry passive RFID tags conforming to IS 16722:2018 for electronic identification and pairing; and
- trailers must have a suitable 13-pin, 13-pole or higher-pin connector conforming to the specified IS/ISO requirements.
The rule assigns fitment responsibility, as applicable, to the manufacturer, dealer or operator. Existing-fleet owners should therefore not assume the requirement applies only to newly manufactured vehicles.
Which Vehicle Categories Are Covered?
The notification defines the relevant categories by maximum mass.
Haulage tractors
- N2: goods vehicles with maximum mass above 3.5 tonnes and up to 12 tonnes.
- N3: goods vehicles with maximum mass above 12 tonnes.
The October VLTD requirement applies to non-agricultural haulage tractors in these categories.
Trailers
- T3: category-T trailers with maximum weight above 3.5 tonnes and up to 10 tonnes.
- T4: category-T trailers with maximum weight above 10 tonnes.
These trailers require passive RFID identification so the coupled trailer can be electronically associated with the tractor.
Before ordering equipment, verify the category recorded for every tractor and trailer in the registration documents. Similar-looking vehicles can have different legal categories and configurations.
AIS-140 VLTD Is More Than Ordinary GPS
An inexpensive consumer GPS tracker and an AIS-140-compliant VLTD are not automatically equivalent.
AIS-140 is an Automotive Industry Standard covering intelligent transportation-system requirements for vehicle-location tracking and associated backend operation. Compliance involves an approved device and an ecosystem capable of processing the required vehicle data.
For the haulage application, the new rule adds an important operational relationship: the tractor's tracking system must be capable of reading the connected trailer's RFID identity and transmitting that pairing to the backend.
That changes the question from “Where is this truck?” to:
- Which tractor is moving?
- Which trailer is attached right now?
- Was the approved trailer paired at dispatch?
- Did a trailer swap occur during the trip?
- Does the backend record agree with the physical combination?
This is especially relevant to fleets where tractors and trailers are assigned independently across routes, yards and shifts.
Why Fleet Software Still Matters
The mandated VLTD, RFID tag and connector are compliance hardware. Fleet-management software is the operational layer that helps a business turn compliant data into a controlled process.

A Five-Step Compliance Readiness Plan
1. Build an accurate asset inventory
List every haulage tractor and trailer separately. Record registration number, chassis number, vehicle category, maximum mass, manufacturer, model, operating base and current tractor–trailer assignment.
Flag missing or inconsistent records immediately. RFID-based pairing cannot solve an inaccurate asset master.
2. Separate affected and unaffected assets
Identify non-agricultural N2 and N3 haulage tractors and T3/T4 trailers. Do not apply the rule broadly to every vehicle without checking its category, and do not exclude an asset merely because the business calls it by a different operational name.
3. Confirm compliant equipment and integration
Discuss these questions with the vehicle manufacturer, authorised dealer, device supplier and relevant transport authority:
- Is the proposed VLTD certified for the required AIS-140 specification?
- Does it support the required trailer RFID transceiver integration?
- Which passive RFID tag is suitable for the relevant trailer category?
- Where will the tag and reader be installed?
- Which backend receives and retains the pairing information?
- What documents prove installation and configuration?
- How are device failure, replacement and reactivation handled?
Use the latest official approved-component and implementation information rather than relying only on a vendor brochure.
4. Create a controlled installation programme
Schedule installations by depot and route so vehicles are not pulled from service unpredictably. Capture the tractor ID, trailer ID, device serial number, tag identifier, installer, installation date and verification result.
After installation, test more than the map location. Verify that the correct trailer identity is detected, transmitted and associated with the correct tractor.
5. Train dispatch and maintenance teams
Dispatchers should confirm the tractor–trailer combination before departure. Drivers need a simple escalation route if a device or pairing check fails. Maintenance teams need a process that prevents a replacement device or trailer tag from returning to service without updated records.

Operational Benefits Beyond Compliance
Correct tractor–trailer identification can also improve commercial control.
It can reduce yard-search time, help detect incorrect trailer dispatch, strengthen trip-level asset accountability and make utilisation reports more reliable. The value depends on disciplined asset records. If the system contains duplicate trailer names, reused identifiers or delayed assignment updates, even accurate hardware data becomes difficult to act upon.
Prepare Now for the April 2027 Requirements
The same final notification introduces another phase from April 1, 2027:
- affected N2 and N3 haulage tractors must carry an Event Data Recorder compliant with AIS-220; and
- tractor–trailer mechanical coupling systems must meet the specified IS 8007 requirements.
An operator completing the October programme should add these 2027 fields to the same asset-compliance register. That avoids repeating the entire discovery exercise a few months later.
Frequently Asked Questions
Is the October 1, 2026 rule final or only proposed?
The July 2025 document was a draft. The requirement was subsequently included in the final Central Motor Vehicles (Fourth Amendment) Rules, 2025 through G.S.R. 819(E), published on November 3, 2025.
Does the rule apply to agricultural tractors?
No. The relevant provision expressly excludes agricultural tractors. It addresses non-agricultural haulage tractors in categories N2 and N3.
Can an existing GPS tracker satisfy the requirement?
Do not assume so. The rule specifies an AIS-140:2016-compliant VLTD or corresponding notified BIS specification, together with RFID-transceiver capability for trailer identification. Verify the exact device, certification and integration with the appropriate authorities and approved suppliers.
Do all trailers require an RFID tag?
The inserted provision specifically identifies T3 and T4 trailers. Confirm the legal category of each trailer from its official records.
